What IDs and documents are acceptable for the USPS Form 1583?

USPS Identification Requirements for Mail Services

As per USPS regulations, all submitted documents must be in English or translated into English. Additionally, two types of identification are required: one Primary ID and one Secondary ID.


For SSN Holders (U.S. Customers):

Acceptable Primary IDs:

  • State ID Card
  • Driver's License
  • Passport (U.S. or foreign) or Passport Card
  • U.S. Permanent Resident Card
  • Certificate of Naturalization
  • U.S. Military ID Card
  • U.S. University ID Card
  • Tribal Identification Card

Acceptable Secondary IDs (Proof of address/billing):

  • Driver’s License (if not used as Primary ID)
  • Voter Registration Card
  • Vehicle Registration Card
  • Vehicle Insurance Policy (must include policy number and current policy period)
  • Home Insurance Policy
  • Lease, Mortgage, or Deed of Trust

Important Note: Social Security cards, bank statements, utility bills, credit cards, and birth certificates are not acceptable as identification. Additionally, a photocopy of your identification may be retained by PostScan Mail for verification.


For Non-SSN Holders (Non-U.S./International Customers):

Acceptable Primary IDs:

  • Non-U.S. Passport: Foreign passports issued by a country other than the United States.
  • Matricula Consular (Mexico): An ID card issued by the Mexican government for nationals living outside of Mexico.
  • NEXUS (Canada): A trusted traveler program card issued by the Canadian and U.S. border authorities.

Acceptable Secondary IDs (Proof of address/billing):

  • Lease, Mortgage, or Deed of Trust
  • Voter Registration Card
  • Vehicle Registration Card
  • Home Insurance Policy
  • Vehicle Insurance Policy (must include policy number and current policy period)

Important Note: Foreign driver's licenses, national ID cards, and university IDs are not acceptable. Only the documents listed above meet USPS regulations. A photocopy of your identification may be retained by PostScan Mail for verification.
